Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Negotiation and Warfare
The chain of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are delivered from various governments. Considerable effort is expended on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capacity provided through timely intelligence. From vantage locations, military aircraft that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly transforms into sober acceptance: perhaps the approaching threat won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Not long after, a heavy machine gun fired at a drone close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it continued its flight toward its objective.
With pauses, this persisted until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's vital need on Western support – a need that neighboring countries are demonstrably unable to fill in the short term.
Failed Diplomacy
The 28-point plan from American leadership generated strong feelings, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new proposal from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, persist.
Strategic Calculations
It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to abandon the territory that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through words or deeds, from believing that the situation will not change more in its favour in the months ahead.
Divergent Views
Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still endure, progressively conceding people and territory but preventing a entire defensive failure until conditions improve in its advantage.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
